A Temporal Gate allows the Imperium to bend the dimensional fabric itself and teleport units instantly to any location that has been mapped out at some point in the past.

Transporting Units

The Temporal Gate itself has a bay that can hold up to three units. Like all such buildings, you can eject the units by selecting the structure and left-clicking on it again (the cursor will look like a door icon).

Units can be teleported even into the fog of war.

When you have a Gate selected and it has been loaded up with occupants, you will notice your mouse cursor changes to the shape of a person. Click this icon to teleport all of the Gate’s occupants instantly to that location. You can target any location that is visible or that is under the fog of war. However, you cannot target unscouted areas (those areas that are completely black), so you must explore the desired destination first.

After being used to teleport units, Temporal Gates have a recharge time before they can be used again. You can still load units onto and off of the gateway during this time, but you cannot transport them anywhere. You can view the recharge time by selecting the Gate.

This instant-access transportation to any explored area of the map emphasizes scouting even more than usual. All you have to do is visit your enemy’s base at any time (even a suicide Recon Drone will do) and from that point forward you can drop units deep inside his defenses almost at will. While most other weapons and attacks in the game are restricted by line of sight, the Temporal Gate suffers no such limitation.

Countering

If you find yourself on the receiving end of the use of a Temporal Gate, there is little you can do to prevent its use once the enemy has scouted his desired location. Stopping his scouts will help, but probably not forever. However, remember that the Temporal Gate can only transport three units at a time, and it has a significant recharge time between uses. Although one can in theory build several gateways to transport larger groups at a time, generally it is more effective to use Temporal Gates to drop units into a vulnerable portion of the base than to try to use them to transport large numbers of units at once. Therefore, eliminating any holes in your defenses will go a long way in protecting yourself against serious damage from teleporting units.
